Curriculum Vitae


Theodosis A. Tsiolas was born in Augorou, a village located at Famagusta District in 1973. He is a graduate of the American Academy in Larnaka.


He studied Accounting and Finance with Computing at the University of Kent, United Kingdom (1993 until 1996) from where he graduated with the title of Bachelor of Arts in Accounting and Finance with Computing and he holds a Master degree, with Distinction, from the Cardiff Metropolitan University (10/2016), in Business Administration in Human Resources.


Since April 2001, he has been a member of the Institute of Chartered Accountants in England and Wales as well as a member of the Institute of Certified public Accountants of Cyprus.


He was first employed in Cyprus as accountant/auditor by Pricewaterhousecoopers (PWC) in August 1996, until January 2000. Afterwards, he joined Al Prochoice Financial Services Ltd Group of Companies, serving at the post of Financial Director, a position that he held until May 2002.


In June 2002 Mr. Tsiolas was appointed to the Treasury of the Republic, at the position of Accountant Officer A’. In October 2007, he was promoted to Senior Accountant Officer, and was Head of the Public Procurement Department until October 2010. In October 2010 he was appointed Head of the Tenders Section, Medical and Public Health Services Department, Ministry of Health until May 2011. Concurrently, he was a board member of the Limassol and Larnaca Water Boards.


In May 2011 he was appointed Acting Director, Health Services, Ministry of Health, and served in that position until June 2013. During his service, he was a Member of the Negotiating Group of the Ministry of Health, dealing with health issues that were included in the Memorandum of Understanding (MoU). Moreover, he was a Task Force Member, Ministry of Health, dealing with the implementation of EU Directive on Cross-border Healthcare for European patients and a Task Force Member in the Ministry of Health for the Implementation of MoU provisions concerning Physicians, Protocols and Reorganization of Public Hospitals.


As from March 7th 2013, he was assigned (through The Council of Ministers, Decision No 74.769) the responsibilities of the Secretary of the Council of Ministers, as provided by the Constitution of Cyprus, Article 60. These duties were assigned in addition to the responsibilities that were deriving from the post of Senior Accountant, Treasury of the Republic.


Furthermore, on June 19th 2013, the Council of Ministers decided his full secondment to the Council of Ministers, active as from July 1st 2013, in order to undertake the total of the responsibilities deriving from the position of Secretary of the Council of Ministers as well as undertake additional responsibilities for the Presidency, Presidential Palace.

Moreover, November 1st 2013, Mr Tsiolas has appointed Acting Director, Health Servicer, Ministry of Health, in addition to the responsibility that were deriving form the post of the Secretary of the Council of Ministers. This appoitment was held until October 10, 2014.

In March 2017 he was promoted to the post of District Officer, as from 15.3.2017 and he was placed, by the Ministry of Interior, to the Kyrenia District Administration.

On March 17th 2017 and on February 20th 2018, the Council of Ministers decided his full secondment to the Secretariat of the Council of Ministers, in order to undertake the total of the responsibilities deriving from the position of Secretary of the Council of Ministers, as well as to the Presidency and Presidential Palace, in order to undertake specific responsibilities, for the period from 21.3.2017 to 1.3.2018 and for the period from 2.3.2018 to 1.3.2021, respectively.

He has participated in various seminars and conferences, in Cyprus and abroad, for topics related to his competences.



He is married to Photini Photiou Tsiola and is the father of three children, Antonis born in 1999, Panayiota born in 2000 and Theodoros born in 2011.
